Freeparking, just go ahead

Mike Greer may well have got the go ahead from Building Consents at the City Council after this visit but did the building inspector need to park on the footpath and grass verge like this?

This photo was taken in Westminster Street, near St Albans School, on the afternoon of December 2.

There is plenty of parking, from the look of it, on the street -no yellow road markings.

The footpath is used by parents walking children to and from school, often with a younger child in a pushchair. St Albans also has a number of residents who use wheelchairs and other mobility devices, who would find this difficult to get around.

Someone tell the parking unit to ticket the buildings consents department for illegal parking. Or does the council get an exemption from the rules they expect citizens to obey?
